How are the program evaluation expectations for Education Award Programs (EAP) different? Are they less rigorous due to the smaller amount of funding provided?
Education Award Programs primarily have the same requirements as an operating grant. Education Award Programs are required to conduct an internal evaluation. Cost and scope of the evaluation is left to the legal applicant.

How are the expectations for performance measurements different for EAP? Can EAPs be allowed to develop and track fewer measures and rely more on output (than outcome) measurements? For example, the Corps Network EAP has only four objectives with performance measures (three in service activities and one in community strengthening); one is an intermediate outcome and one is an end outcome; the others are outputs.
Performance measure instructions and forms outlined in the application and instructions apply to Education Award Programs. Applicants must develop an aligned performance measure for its primary service activity and at least one performance measure in each of the program design categories. Please refer to pages 38-40 of the RFA.

How are the reporting requirements different for EAP programs? Corps Network EAP reports once a year, on an annual basis, rather than quarterly.
AmeriCorps programs, including Education Award Programs, are required to electronically submit quarterly programmatic progress reports that detail their accomplishments and impacts to date.

Are the retention expectations the same for EAP (90 percent minimum enrollment, with 10 percent maximum attrition) and/or programs enrolling members with significant barriers to program completion. Programs recruiting and enrolling young adults with greater challenges will have higher attrition. These programs expand opportunities for those who may need them the most.
CaliforniaVolunteers provides AmeriCorps funding to successful applicants because the program model, strategy and member positions were deemed worthy of testing. Programs are expected to utilize the federal AmeriCorps resources to the fullest in order to implement the contracted design. Therefore, the expectations are the same for Education Award Programs as with operating grants.
