Frequently Asked Questions - Indirect Administration
- In order to meet the guidelines of only receiving 4% indirect on AmeriCorps funding and still fulfill our responsibilities to our corporate office, we would need to factor in the department operating costs directly as program expenses. These costs include: rent, utilities, phones, internet, copying, printing, office supplies and executive staff salaries. Are we permitted to include these costs separately in addition to the 4% indirect?
- I have a question regarding the use of un-recovered indirect cost as a match to the 2009 AmeriCorps program. Can this be allowed? Since AmeriCorps allows 5% indirect cost (1% retained at CV), can we match un-recovered indirect cost to benefit this program? Our negotiated rate is 26% modified total direct cost (total cost that excludes graduate tuition fees, subcontracts over the first $25,000 for each subcontract, and equipment) for projects that are done off campus.

Administrative costs are general or centralized expenses for the overall administration of an organization that receives Corporation funds and do not include particular project costs. Some examples are costs associated with financial, accounting, auditing, contracting, disbursing services, etc. Administrative costs do not include allowable expenses directly related to the program. The AmeriCorps budget may include operating costs such as rent, utilities, phone, internet, general office supplies and staffing in direct support of the program. Costs for rent, utilities and legal services for administrative staff may be included in the 4% administrative costs. Since AmeriCorps allows 5% indirect cost (1% retained at CV), can we match un-recovered indirect cost to benefit this program? Our negotiated rate is 26% modified total direct cost (total cost that excludes graduate tuition fees, subcontracts over the first $25,000 for each subcontract, and equipment) for projects that are done off campus.
Along with the indirect 5% cost rate, CV allows up to 10% of the total direct costs to be used as match. If a program has a federally-approved cost rate, they may use this less the 5% Corporation share as match.
