Since this RFA is for a three-year grant, is the number of MSY requested fixed for each year of the three-year cycle or could additional MSY be requested in continuation applications for the second and third years of the grant?
Program expansion (MSY and dollars) in Years 2 and 3 are rare for both formula and competitive programs. Therefore, the application should request the number of MSY necessary to adequately impact the community need annually for the three-year period.
